Confusion with SB-58 and SB-59?

After reviewing the bill from the state senate there may have been some confusion. SB-59 as far as I can tell is to transfer issuing responsibility to SOS. SB-58 is what we should really be fighting for, this is what repeals PFZ's. Again, this is after I have read both and the best I can understand. Please read for yourself:

Ken,

SB 59 actually eliminates PFZs.  You can't read the version on the legislative website, it's been substituted.
